Mayor Yury Luzhkov of Moscow blamed the Meteorological Centre for the thick snowfall that causes traffic jam in city’s road network.

The Mayor is disappointed by the prediction of the Meteorological Centre which couldn’t give a correct short-term forecast. The predicted weather forecasts one centimetre of snow on Monday evening but the actual snow fell is up to 12 to 15 centimetres or 5 to 6 inches thick.
